This chapter traces dealings between the East India Company and the British state, and explores the expansion of military, commercial, and industrial scale. It also examines the last guttering of the domestic saltpeter enterprise, as investors tried and failed to compete with the Asian juggernaut. Chapter eight follows the saltpeter trail to eighteenth-century America and France, where radically different enterprises were pursued. The munitions economies of Britain’s neighbours and enemies illustrate alternatives to the home-based system.

Students of international commerce, particularly the East India Company, have traced traffic in saltpeter from the seventeenth to the nineteenth century, but they too pay scant regard to its earlier history or larger context. Social, legal, and political historians have paused only briefly to examine cases that pitted the rights of the subject against the prerogatives of the crown, and have rarely placed saltpeter in that story. 10 The chapters that follow explore the science and technology of saltpeter, and its social, military, and administrative history from the sixteenth to the nineteenth century.
